European Neighbourood Policy Initiative

ENPI Information and Communication Programme
Context and Issue: 

Armenia, Georgia and Azerbaijan are important ENP beneficiary countries as they are at the centre of heated political debates, principally the conflict between Georgia and Russia over Abkhazia and South Ossetia, the regulation of the Nagorni Karabakh conflict between Armenia and Azerbaijan, and economic negotiations on energy.

Project's activities: 

As part of the ENPI Information and Communication Programme, Internews Europe has created an eight-member consortium formed by two Armenian media organisations, two Azerbaijani media organisations and three Georgian media organisations, and has established contacts with regional media outlets and NGOs, enlisting their cooperation to ensure the widest possible project outreach. Working in their local languages, journalists from the region are able to integrate a maximum of high quality EU and EU-ENP relevant information into the content of their media products.

By drawing attention to the human dimension of the ENP, the Internews Europe Consortium aims at energising the partnership between citizens of the EU and citizens of Armenia, Georgia and Azerbaijan and at enhancing interaction between different societies and cultures. The programme also aims at improving relations among citizens of neighbouring countries in the region by stimulating debate and a sense of involvement among people.

A part of the Kids’ Crossroad initiative, in April 2009, two teenagers from every Southern Caucasus country took part in a road trip across Ouest Europe. Along the way, they screened short films about their own lives to select audiences of European teenagers. The youths produced short video stories about aspects of life they discovered in Europe. The schedule focused on specific themes, including education, the environment, youth culture, governance, community, and media, in Europe.

Participants and Beneficiaries: 

In a region where media outlets play an important role as sources of popular culture and disseminators of political information, the members of the Internews Europe Consortium strive to guarantee quantitative and qualitative growth on media production devoted to in-depth coverage of ENP issues, reaching all social groups, with an emphasis on young people between 15-30 years of age, men and women, and opinion leaders/ makers. The potential overall audience of the project is 12-15 million, including diasporas reached by satellite broadcasting.

Outcomes: 

In Armenia, the Public Television Company of Armenia, Radio Hay and the newspaper 168 Zham (168 Hours) work together with Internews Europe and Armenia to produce and diffuse over 22 hours of television including talk shows, special reports, PSAs (public service announcements) and Kids’ Crossroads stories; 70 hours of radio programmes; and 15 monthly newspaper supplements.

In Azerbaijan, Antenne Radio, Public Television, Zerkalo newspaper, the Internet Platform Media Forum, along with Internews Europe and Azerbaijan, will produce 13 hours of special broadcasts and news/ features for Kids’ Crossroads on TV, over 12 hours of interactive radio broadcasts, 28 bi-monthly newspaper supplements and over 300 news stories on the five online media fora www.mediaforum.az.

Finally, in Georgia , Internews Europe and Georgia are working with Green Wave radio and ‘24 Hours’ newspaper along with six other national TV stations to diffuse over four hours of television as documentaries and news/ features for Kids’ Crossroads, 48 hours of radio programmes and 16 monthly newspaper supplements.
