European Union (EU) delegations represent the European Union in about 130 countries. The European Commission presence in Rwanda started in the mid-1980s and was formalised in 1991 with the signature of an “accord de siège” with the Rwandan government. Its role is to promote and defend the values, interests and policies of the European Union in Rwanda but also to supervise long-term programming of aid and the management of programmes and devolved projects within the framework of the current reform of external-aid management.
